The quote engine reads a live mid-rate from open.er-api.com (60s cache, 3-fail breaker, stale-cache fallback), applies per-provider spread, and emits one row per rail with a sandbox call_id. Each call_id round-trips into the transfer endpoint as the hallucination tripwire.
